8 steps to participating in Ukraine’s reconstruction: a practical guide by the EBA Ukraine Recovery Committee


The Ukraine Recovery Committee of the European Business Association has developed a practical guide for foreign companies interested in contributing to Ukraine’s reconstruction but unsure where to begin.


At international events, representatives of foreign businesses increasingly ask their Ukrainian counterparts: “We want to work with Ukraine — but where do we start?” In response, the Committee has prepared a document containing clear recommendations to help companies identify an effective pathway to engaging in recovery projects.


The guide outlines eight practical steps designed to structure a company’s approach to participating in Ukraine’s reconstruction, including:

  • Identifying the end Ukrainian beneficiary of the product or service

  • Understanding procurement procedures and donor financing mechanisms

  • Building a competitive advantage in the Ukrainian market

  • Obtaining a letter of support from a local stakeholder

  • Assessing the scale and impact of the proposed initiative

  • Engaging export credit agencies and international financial institutions

  • Securing co-financing in Ukraine

  • Partnering with a reliable local organisation


The document emphasises that Ukraine’s reconstruction is a combination of business development, cooperation with international donors, and collaboration with Ukrainian partners.
